Is the atomic data current by default in the newest versions of IRAF and STSDAS?
Specifically, the atomic data available in the analysis.nebular package of STSDAS. In this directory, the most recent reference is from 2001, besides one reference from 2006. I found a similar post in this forum--
https://iraf.net/forum/viewtopic.php?forum=5&showtopic=140124&highlight=atomic%20data
and wonder if the offer still stands to send in literature references to update the available atomic data? But also, I also would like to know if there is another way to update the atomic data that I have overlooked because there is quite a lot of new collision strength data in the literature.

Since the NEBULAR package is maintained by STScI you would have to contact their helpdesk (help@stsci.edu) about updating the atomic data used in the system. The article you mention was posted by Dick Shaw (dshaw@noao.edu) who is one of the original authors and might also be able to update the table as well.
I believe recent work has been on a 'pynebular' python version of the package that might include more recent atomic data but I know nothing about it (Google is your friend here, Dick can also probably answer questions).
