I just tried this and verified there was a macosx version of the package files, it all seems correct. An error message could mean a problem in downloading the file, or that you didn't have write permission in the package directory. Specifically, it means the $iraf/util/pkgget script failed for some reason.
I forget the details but remember there was a problem with specifying the download command in the script as "ftp -A" on some OSX systems. If you're still having problems, edit the script so that on about line 81 where you see[code:1:25dbecb193]set dlcmd = "/usr/bin/ftp -A"[/code:1:25dbecb193]you should remove the "-A" flag from the command. Hope this helps.

Thanks! It was because I hadn't logged in as iraf. Even though I did the sudo thing, I needed to be iraf. Thanks!
