This will have to wait until after the holidays when we have time to discuss
it in an iraf meeting. My feeling though is that we should NOT be routinely
updating all the external packages. It is preferable to leave things that
work alone and to update on a case by case basis, when there is time to
test whatever has been updated. Generally speaking, the major packages,
which we support or use heavily, should be kept up to date and linked
shared so that bug fixes from a system update will benefit these packages.
