 Debian IRAF on Ubuntu does not see external packages

I have NOAO/IRAF Debian 2.16.1+2018.11.01-3 installed on a Ubuntu 20.04 machine, using metapackage astro-iraf which also installs several external packages (fitsutil, msdred, rvsao, sptable,wcstools). For an unknown reason, IRAF does dot detect those packages on start.

The only hint of a problem (though hardly informative) is an error message appearing as the very first line of output after issuing `irafcl` command:

/bin/ls: cannot access '2': No such file or directory


I have no idea how to debug this. I have purged and reinstalled the whole IRAF suite to no success.
I have another Ubuntu 20.04 machine with Debian IRAF packages installed and there the extern packages are detected.
