IMO highest priority should have code cleanup, and the conversion of the development model towards a community oriented one. See the forum discussion for this.

please start moving the build procedure towards the use of autotools, also, make it use existing system libraries by default, so that one day, installing iraf is as easy as

tar xzvf iraf-x.yy.tar.gz
cd iraf-x.yy
./configure --prefix=/usr
make
sudo make install
cd ..

also, please make the tarball so that it decompresses in one directory iraf-x.yy instead of dumping itself in the current directory
