I just install IRAF using mkiraf.

when I tried to run epar setinstrument, I got the error

ERROR: task `setinstrument' not found
called as: `eparam (setinstrument)'

and the same as epar with other command like epar ccdproc, epar zerocombine, etc.

Does anyone know how to fix this problem?

Did you load the packages first? I.e. after logging in

cl\$this->_split2($m[0]) imred
cl\$this->_split2($m[0]) ccdred
cl\$this->_split2($m[0]) epar setinstrument

But My friends who have run the IRAF on the same server before, they told me that they don't have to load the packages first. They could type epar ..... after they open IRAF using cl command. I just want to know why is that?
or Is there any way to set for IRAF to load the packages automatically? or I have to load it every time.

You can edit your login.cl file so packages are loaded automatically at login time -- see the list of packages near the bottom of the file. Simply type each package name one-per-line and be sure this is all done before the final 'keep' command.
