Ok, I edited the the mscred$src/catdb.dat file and changed the archive.tuc.noao.edu references to simply archive.noao.edu, as shown below:

Just in case I unlearned mscgetcat and then I ran it with these parameters:

(magmax = 25.) Maximum magnitude

But I still get this error message:

What could still be causing the error?
