how can I copy all the headers from a image to other image with IRAF?

See the MKHEADER task in the ARTDATA package. Note that if you're dealing with MEF files you'll need to add the extension number to get a specific header. You can also use the REFERENCES task to look for other possibilities, e.g.
cl\$this->_split2($m[0]) refer header
